In fact, imports in the first quarter of the calendar year are always at a relatively low level; imports in the first quarter of 1941 amounted to less than 7 million tons and imports for the first quarter of 1942 are now estimated at only about 51/4 million tons. The papers submitted by the importing Ministers are based on a consumption of imported commodities at the rate of nearly 31 million tons per annum, i.e. 73/4 million tons per quarter- 5.
