3. Demand for increased allowances. Since the present scales were fixed representations pressing for an increase have been received from or on behalf of 91 local authorities in England, all reception authorities in wales, the Urban District Councils' Association, the Association of Headmasters (secondary schools), the Married Women's Association and a number of individuals. These representations stress: (a) That the present allowances are too low to cover the cost of food. A deputation from the Welsh authorities and another from the Married Women's Association both urged that the allowances are specially inadequate for boys of 17 and over attending secondary schools.
