The President's immediate proposals under three main heads:- were grouped (a) The raising of the school leaving age and the re- casting of the general structure of the educat- ional system. (b) The modification of the dual system (of council and voluntary elementary schools) by an agreement with the Churches covering the maintenance of the buildings, and the appointment of the teaching staff, of Church schools and religious instruction in all schools.
