The Committee had before them a Memorandum 241) by the Minister of War Transport outlining for assuming operational control of all vehicles normally engaged, wholly or mainly, in the general haulage of goods for distances of 60 miles and upwards. Suitable financial arrangements would be made with the owners and an organisation would be provided which would prevent waste mileage and would reduce partly-loaded running to a minimum. The main object of the scheme was to effect economies in the consumption of liquid fuel and rubber.
