The Committee had before them a Memorandum by the President of the Board of Trade (L.P.(42) 210). s The President did not recommend the adoption of the e: proposal for the imposition of a compulsory levy, which 50th was the main feature of the third report of the Retail Trade Committee, but asked that the Committee should .) approve, in principle, the five lines of policy summarised in paragraph 6 of his Memorandum on which he had initiated discussions with the other Departments and with the trade interests concerned.
