At their Meeting on the 28th July the War Cabinet had invited the Lord President's Committee to examine again the question whether a substantial saving in wheat imports could be secured through the rationing of bread. The Minister of Food had reviewed the position in the light of the dis- cussion in the War Cabinet, and had circulated a further Memorandum on the subject (L.P.(42) 174). THE MINISTER OF FOOD said that he was now satisfied that it would be practicable, as a matter of administration, to ration bread by a system combining straight rationing and points rationing, on the lines indicated in paragraph 14 of his Memorandum; but, for the reasons given in his Memorandum, he took the view that it would not be expedient to introduce such a system of bread rationing at this stage.
