The Committee had before them a Memorandum by the President of the Board of Trade (L.P.(42) 138) proposing means of reducing further the consumption of paint, polishes and furniture. The paint industry was to be brought under by the Ministry of Supply; and part of the output would be allocated to exports and essential civilian needs.
