CONTROL OF CANALS. 1. The Committee had under consideration a Memorandum by the Minister of War Transport (L.P. (42) 132) proposing that the Government should take control over canal undertakings and canal carriers to the extent necessary to ensure that the canal system would play its full part in meeting the needs of war- time transport. The proposed control would cover only those canals and carriers (set out in lists "A" and "C" appended to the Memorandum) which could make an appreciable contribution to the war effort.
