Accordingly, employers in all industries subject to concentration, are now required under the Industry (Records and Information) Order to prepare and keep lists of all workers in their employment. It will be possible also to check the labour engagements made by firms in excess of their agreed numbers. I have also recently arranged with the President of the Board of Trade that firms who are not receiving certificates should be so informed in writing and warned that my Department have been notified that the labour is available.
