EXPORT POLICY Memorandum by the Business Members of the Industrial and Export Council. The entry of America into the war calls for fundamental reconsideration of our export policy. It virtually places the whole world on an active war footing. 2. The U.S.A. will immediately be faced with the bottle- necks which have confronted us since the beginning of the war. It will take time to harness her man power completely to war purposes. The first bottle-necks to be felt acutely are those of materials such as metals, rubber, plastics etc.
