(b) the fact that we could not offer such concessions without the consent of the Empire Governments concerned. Nevertheless, the United States authorities did ask for modifications of certain preferences guaranteed to Empire countries, but suggested that whereas their concessions to us should take immediate effect our concessions to them should not become effective until after the war. 4. While these proposals were under consideration the position was altered by the enactment of Lend-Lease which naturally reduced our dollar difficulties.
