This draft instruction has been discussed with representatives of some Departments, and while it is recognised that the substitution of older women will entail some loss of efficiency, it appears that an instruction in this form, since it lea ###s the quota to be released to the discretion of each Department, and asks for no release except on provision of substitutes, would be acceptable to all except the three Service Departments. These three Departments state that they are unable to agree to any restriction of their field of recruitment until all existing and foreseeable vacancies have been filled.
