In the interim report of the Man Power Committee of 5th August, 1941, we gave warning of the increasingly serious man power position, and made it clear that, in our opinion, if the then demands of the Services were to be met, decisions of the first importance would have to be taken as to what deliveries of ships, weapons and other equipment would have to be delayed, and as to what part of the goods, services and amenities of the people would have to be surrendered.
