DRAFT WHEAT AGREEMENT. Revised instructions for the U.K. Delegation. Covering Note. GENERAL POLICY AND PROCEDURE. 1. The general purpose of the Draft Wheat Agreement, is the organisation of the world wheat market so as:- (a) To ensure better standards of life for the peoples and; (b) Thereby to promote stable prices and assured markets for the exporting countries. 2. To these objectives, in their broad form, the U.K. Government wholeheartedly subscribe. They recognise that these objectives imply a reorganisation of world agriculture in which each producing and consuming country must co-operate.
