TOBACCO SUPPLIES. Memo. by President of the Board of Trade.

The productive Capacity of United Kingdom manufacturers is now fully employed and there is no prospect of their being able to accumulate substantial stocks of manufactured tobacco and cigarettes except by reducing supplies to the public. This would lose us the small improvement I have noted above and would once again create serious difficulties. I am not prepared to recommend it. On the other hand, we must recognise the risk of serious damage to productive capacity from enemy action during the winter.
