Memorandum by the Secretary of State for Scotland. 1. With reference to the Memo submitted by the Minister of Agriculture and Fisheries on the above subject, I think it right to point out that there is separate wage fixing machinery in Scotland which differs from that in England and Wales. 2. In England and Wales the Agricultural Rages Board has power to fix a National minimum wage which must be accepted by District Committees except on good cause shewn and with the Board's consent.
