CALLING-UP OF AGRICULTURAL WORKERS REPORT BY THE CHAIRMAN OF THE MAN POWER COMMITTEE. 1. At its meeting on Thursday, the 11th September, my Committee considered the issues raised in the memorandum (L.P. (41) 141) by the Ministry of Agriculture and Fisheries and the Secretary of State for Scotland. 2. In amplification of the views put forward in writing, the representatives of the Ministry of Agriculture Fisheries and and the Department of Agriculture for Scotland urged:- (a) that the effect of taking away these skilled men from agriculture was not easy to assess, but was none the less real; in the case of a factory, the withdrawal of men would normally lead to an immediate fall in output, whereas in agriculture, the extent of the loss of food production would only become apparent over a period of time; (b) that prisoners of war could not replace these skilled men on the farms.
