TRANSPORT OF WORKERS DURING THE WINTER. Memo. by Minister of War Transport.

There are, of course, industries such as outdoor constructional workers in which staggering in winter is impracticable since the fullest use must be made of day- light. In other industries, especially in large establishments where mutually interdependent processes take place, it may be said that any rearrangement of hours will interfere with production. Against this should be set the gain in output from the more punctual arrival of workers and the lessening of fatigue through better travelling conditions.
