GENERAL EXPLANATORY MEMORANDUM. Summary of main provisions. 1. The draft Wheat Agreement (copy annexed) that the signatories shall set up provides Council (Article I, page 6) and a Wheat Union (Article VIII, page 14) to hold the Relief Pool of Wheat to which all ratifying powers will contribute (Article VII, page 13). 2. The Agreement imposes the following obligations upon exporters: (a) They agree to limit their production of wheat (Article II, page 7) to the amounts necessary to fill their export quotas and to maintain stocks within the limits laid down in Article III, (page 7).
