In view of the great change in this War in the position of the civilian population in regard to War operations, supplies for the mere comfort, either of the Forces, when not engaged in military operations, or of munition workers, are placed in a priority much nearer to that of the curtailed supplies of the civilian population. Greater precision has been given to the position of less essential industries and in particular of the nucleus firms in concentrated industries. Complete unanimity was reached by the Inter-Departmental Committee on all matters arising in this radical revision of the List, with two exceptions.
