Following for Treasury, Board of Trade and Ministry of Supply from Purvis, Brand, Phillips and Keynes. 1. The question of providing British exporters with cotton at price below New Orleans spot equivalent has been further considered. 2. At the meeting of Supply Council, the view was expressed unanimously and with the utmost emphasis, that justifiable allegations to the above effect would be fraught with so much political danger as to jeopardise the whole position of Lend-Leasing non-warlike articles.
