From paragraph 4 of the Memorandum War Supply Board, an extract from which was attached L.P. (41) 122, it will be seen that the to that it is impossible to fix the price of oil in the way as the price of other controlled commodities is fixed, namely on the basis of the actual cost of production. The Board agreed that prices must be related to those ruling in the only free market at present in existence, the Gulf of Mexico. The Board joined issue with the oil companies on the addition to be made to the Gulf price in respect of freights and other sea transport charges order to obtain a fair price in Palestine.
