DRAFT CABLE. Following from McDougall. Wheat discussions have now resulted in draft of a proposed Agreement. Comments and instructions from Governments are now requested in hope that after brief adjournment agreed draft may be formally sub- mitted with assurance of favourable consideration of all Governments. United States and United Kingdom Governments hope agreement between four overseas countries and United King- dom may be signed at early date and later when discussions on relief and reconstruction with other Governments take place and when United States and United Kingdom can exercise maximum influence adherence other Governments will be requested.
