in a High Commissioner, in commenting on this offer The despatch to the Secretary of State dated 24th February last, remarked:- "It will be observed that the offer represents a substantial reduction in present prices, but it does not in my opinion constitute an acceptable basis for the determination of oil prices. In view of the arguments adduced by the Board, I am not prepared to admit the Companies' contention that war time freights and insurances have any place in such determination. Indeed, the Companies appear themselves to realise the weakness of the position as, after first asserting a principle, they proceed to make proposals which constitute a wide departure from it on the ground that its strict enforcement would cause undue hardship to the Palestine consumer.
