TRANSPORT OF WORKERS DURING THE WINTER. Memo. by Minister of War Transport.

(a) Adaptation of existing vehicles. A scheme has been placed before me for reseating ordinary 32 seater single deckers to carry 30 seated and 30 standing. This would give them the capacity of a double decker. The great advantages are that we should thereby secure a substantial increase in capacity without the need for providing additional bus crews and with only a slight increase in fuel consumption. It would not be proposed to use these converted vehicles for long journeys on which the high proportion of standing passengers would be a hardship.
