Memorandum by the Secretary for Mines on the points summarised at (c) to (h) of page 2 of the conclusions of a meeting of the Lord President's Committee on Monday, 30th June, 1941. (L.P.(41) 27th Meeting, Minute 1.) (c) It was important to maintain during the winter months deliveries of house coal for current consumption by people who were unable to lay in stocks, from lack either of means or of accommodation. It was therefore desirable that the Mines Department and the Ministry of War Transport should determine without delay how many men must be retained in retail coal distribution.
