I am sorry to find the Lord Privy Seal unable to accept the conclusion submitted by me at the last meeting. I realise, of course, that it is in contrast to the final view held by the late Minister of Transport, but I must point out that the late Minister's view was not that unification should be undertaken in war but rather that a pledge should now be given to apply some form of unification after the war.
