REVISED DRAFT INSTRUCTIONS. (1) United Kingdom wheat production is only about 1 per cent of world production, while our imports absorb no less than 40 per cent of total world exports. It is therefore our policy as a large consumer and importer that is specially important to exporting countries. (2) It has been our policy in the past to give consumers the benefit of the low price of imported wheat. We shall continue that policy, and we are prepared to give a definite undertaking to maintain our market free of import duties and of protective quotas.
