If the United States insist upon our promising a reduction of our pre-war wheat acreage, we are of course not in a position to refuse, having regard to the vital importance of the fullest economic collaboration; but to give such a promise now or even to undertake that our post-war wheat acreage shall not in any event exceed the pre-war figure is likely to cause grave political difficulty here.
