Memorandum by the Minister of State. The proposal that we should consent now to a limitation of the post-war wheat production of this country involves issues too momentous and far-reaching to be determined under pressure from any foreign source. We may find ourselves after the war unable to pay for our imports of wheat and unable to persuade the world to give us wheat on credit.
