(iv) The provision of a small basic ration avoids the extremely difficult task of differentiating between personal needs of a multifarious kind, which hardly admit of assessment by precise rules, e.g. the need for visiting a shopping area, etc. according to age or infirmity. POSSIBLE ABOLITION OF BASIC RATION. 2. If it became necessary to abolish the basic ration at very short notice before August, the only practical administrative procedure would be — (1) To announce that as from such and such a date basic ration coupons would cease to be valid.
