8. The financial details will require further consideration. The Board would propose that Departments taking premises over from the reserve would pay the rental charges from the time of taking over; the question of back payments and of the costs of moving and storing machinery is under consideration. 9. The principle of the proposal has been discussed by the Controller General's Interdepartmental Committee and has received warm approval. It is generally agreed that a reserve of this kind is badly needed; and if the Control does not hold the reserve certain Departments will hold reserves on their own account, which would be more wasteful.
