In view of the general man-power position I have been considering with my colleagues and with staff representatives what contribution can be made by the Civil Service as a whole to the solution of the man—power problem Our aims have been, (1) to reduce, if not to stop, the steady increase in the total numbers of staffs employed by Departments - and to achieve this in Spite of the ever increasing demands being made on the Government machine; and (2) to release es many people as possible for service either with hard pressed Departments or, where appropriate, with the Forces.
