waste wherever attained is to the is SECRET Memorandum by Petroleum Department The Petroleum Department has been instructed to prepare a scheme designed to effect economies in the consumption of oil products in the U.K., excluding aviation spirit for the R.A.F. and fuel oil for the Navy, aggregating say, 500,000 tons a year. For the purpose of producing a plan on these lines contacts have been made with a number of Departments responsible for the distribution of substantial quantities of petrol. While there is naturally reluctance to impose drastic cuts on consumption which might involve risk of affecting the war effort, there is a general appreciation of the need for economy and a willingness to co-operate to the fullest extent, provided Departments are supported by a direct admonition from the highest quarters that such economy is essential.
