THE PROBLEM OF PRICE STABILISATION. Memorandum by the Economic Section of the War Cabinet Secretariat. 1. Since the outbreak of the war wholesale prices have increased by 53 per cent; the Ministry of Labour Cost of Living Index, which is, however, heavily weighted with the prices of subsidized foodstuffs, has risen by 27 per cent.
