Memorandum by the Chancellor of the Exchequer. I have read Memorandum L.P. (41) 31 dated 12th March, 1941, by the Minister of Pensions on the subject of sex differentiation in the matter of compensation rates under the Personal Injuries (Civilians) Scheme, and I concur in his conclusions. It would, I think, be fruitless to attempt a logical defence of sex differentiation in rates for the non-gainfully occupied class, since compensation to this class is, in itself, illogical and can in strictness be defended only as an eleemosynary benefit.
