War inevitably produces a great increase in the volume and complexity of the business of Government. In "total war" this increase is substantially greater because of the extent to which Government is forced to assume control over the machinery of supply, production and distribution. In the economic field Government regulation and control has grown considerably during the last few months and will, I think, inevitably be extended even further as our war effort develops.
