2 (iii) No compensation will be paid for loss of profits(2) or good will suffered as a result of the war (iv) A rental will be paid for land and premises requisitioned. (v) Debtors adversely affected by the war will be protected from the normal legal methods of debt recovery. (vi) The minimum needs of people in distress due to the war will be satisfied by Assistance Board allowances. Briefly, therefore, the policy is to compensate for the effects of the direct fire of the enemy(3); to provide a measure of compensation where the State directly requisitions property and to meet immediate and urgent personal distress on a subsistence basis.
