I propose, therefore, that everybody thould be issued with a supply of coupons which he can use in any shop to buy any clothes on sale there. The scheme must cover all the main articles of textile clothing, and also cloth which could be used to make them. There are very powerful arguments in favour of also including boots and shoes, for which a 25 per cent, cut in leather supplies is to be enforced, and which might otherwise be bought in large quantities by people expecting a subsequent extension of the scheme to cover them.
