The suggestion, as I understand it, is that they should shoulder or share the financial loss caused during the War period. The general effect of the Landlord and Tenant (War Damage) Act is to place this loss on the landlord, and under the very special use made of mortgages by Building Societies it is said that the building society mortgagee is in a position analogous to that of the landlord.
