In the pottery industry, for example, a nucleus of about 60 firms out of a total of 210 should provide sufficient capacity, the remaining 150 firms being regarded as a reservoir in the Potteries of labour for munitions and of factory or storage space. 4. The first steps are to settle the industries to be tackled immediately and the firms to comprise the nucleus in each industry. The great bulk of the industries in which production ought to be concentrated are subject either to the Limitation of Supplies Orders or to control of raw materials by the Ministry of Supply.
