merchants trading with West Africa and ask them to limit voluntarily their purchases of Indian textiles. It is not easy to make such arrangements except in the West African trade, which is done chiefly my merchants in the United Kingdom who are organized into an association. The other branches of the Colonial trade are more in the hands of the importers in the Colonies, and the merchants in the United Kingdom are less completely organized. I find that the Association of West African Merchants could be induced on certain conditions to limit their purchase of Indian textiles.
