ANNEX DETERMINATION OF NEEDS BILL Memorandum by the Assistance Beard. 1. If the Determination of Needs Bill is enacted in substantially its present form it will place on the Assistance Board the duty of submitting, within one month from the date on which the Bill becomes law, draft Regulations for the purpose of both Unemployment Assistance and Supplementary Pensions which conform to the rules set out in the First Schedule to the Bill. The Board have accordingly considered what provisions would have to be included in the Regulations for this purpose and the object of this memorandum is to explain the conclusions they have provisionally reached with respect to them.
