-1- of OUTLINE OF POLICY IN REGARD TO EXPORT SURPLUSES. I. General Objectives. 1. At present, partly swing to the blockade and partly owing to shipping difficulties, a large part of the primary production of overseas countries cannot hope to find an outlet in its normal markets. The problem created by these surpluses is, in the first instance, the responsibility of the producing countries and we cannot relieve these countries of that responsibility. it is for them to encourage every possible economic adjustment which will provide new markets for their surplus commodities.
