Annex PORT CLEARANCE. FUNCTIONS. I. POWERS AND FUNCTIONS OF PORT DIRECTORATE. 1. Greater efficiency can be achieved at individual ports, and generally at ports within the Regions, by the appointment of a Directorate of Ports. This would consist of a Director of Ports located at the Ministry of Transport, and Regional Port Directors for groups of ports. 2. There are few advantages and many disadvantages in substituting a completely new machine for that now in existence. On the whole Port Emergency Committees have worked tolerably well; the need now is for more "ginger", speeding up of tempo, and more effective co-ordination of the many different interests (often conflicting and often sponsored by one or more Departments) which are centred at port.
