###VAGE. 1. The Committee had under consideration Memoranda by the Lord President (L.P. (41) 131) and by the Minister of Works and Buildings (L.P. (41) 142) regarding the arrangements for the recovery of goods and materials from premises damaged in air raids. THE LORD PRESIDENT said that he had gone into this matter, at the request of he Civil Defence Committee, and he was satisfied that there must be some change in the existing arrangements - under which each of a number of Departments was separately responsible for the recovery of goods in which it was interested, with the result that there were various separate agencies in the field competing against one another for the limited supply of labour and equipment available for this work.
