1. THE MINISTER WITHOUT PORTFOLIO referred to the negotiations which had taken place with the Governments of Australia and New Zealand as to the principles which should be adopted for dealing on the basis of co-operation with their surplus produce for the period of the war. These negotiations had now been concluded. Ordinarily he would have submitted agreements to the Committee in their final form. But, owing to the need for arranging simultaneous publication here and in the Dominions, this had not been possible, The statements of policy had now been presented to Parliament in two White Papers (Cmd.
