''A" 1. The Committee had before them a Note by the Minister of Shipping, outlining a scheme for the sale of Government owned ships to British owners, in replacement of vessels lost during the war (L.P. (41) 46). Replacement of Allied losses. THE MINISTER OF SHIPPING said that he would allocate ships to the Allied Governments. Some of the Governments concerned would at once pass on the allocation to particular owners; while others, would not make their allocation until the end of the war. It would, of course, be part of the scheme that the ships so allotted to the Allies would continue under full British control during the war; and that we should only pay British requisitioned rates.
