(b) Invited the President of the Board of Trade to consider:- (i) What safeguards could be intro- duced into the scheme to prevent an undue rise in the price of second-hand clothing. (ii) Whether standard lines of cloth and footwear could be combined with the scheme. ###E FILM 2. The Committee had before them a Memorandum ###DUSTRY. by the President of the Board of Trade on the Film Industry (L.P. (41) 32). The scheme outlined in this Paper comprised — (a) The establishment of a Films Board consisting of three independent men not currently connected with the industry, assisted by an Advisory Council representative of all sections of the industry, The Board would have power to take over the functions at present exercised by the Board of Trade, and might be given certain other regulative powers.
