Memorandum by the Minister of Supply, The Committee at its 27th meeting, invited me to set out my views on the policy of dispersal of factories. So far as Ministry of Supply production is concerned, I am not in favour of any general policy of dispersal and consider that each case should be considered on its merits. It is, of course, undesirable to have too many eggs in one basket and where vital production is concentrated in one small area, some dispersal is advisable.
